The following is a reminder of our winter snow emergency rules.
When snowfall is expected to exceed one (1) inch or more, PBOA will enforce a WINTER SNOW EMERGENCY:
You are required to move ALL vehicles from our street (Prairie Bend Circle) for the duration of any declared snow emergency.
We may have to enforce the following depending on the amount of snow accumulated:
This will allow crews to get through the development faster and safer in order to keep our streets in better condition for travel.
Vehicles that are not moved may be towed.
Please help us keep our roadways clear.
When will the snow crews arrive?
Snow will be removed within 8 hours of the snowfall stopping.
The snow removal vendor has their staff broken into different crews. A street crew, driveway crew and sidewalk crew.
They do not all arrive at the same time.

Due to increased costs (for instance our insurance went from $55K to $70K (a 27% hike)) we are raising our dues by $25 per month.
This increase may need to be adjusted upward in the near future.
Also, our wind and hail deductible has been raised to 3% of the replacement cost per structure. Therefore, please note that you should call your personal insurance agent and increase your loss assessment coverage on your individual police to at least $15,000.

Maintenance and Other Items:
We all love our dogs, but we have to follow the rules. Absolutely no dog tie outs. If your dog is outside, it must be on a leash AND monitored (you must be out with the dog). All dog waste must be picked up, if you are with your dog there is no reason for waste to be left in the grass. We will no longer be issuing warnings for these rule violations and will instead start assessing fines immediately. The fines start at $25 per incident and go up
from there. These are not new rules and we all agreed to them when we moved in. All owners are responsible for the maintenance and staining of their decks. Looking at rebuilding your deck or making modifications that will impact the outside of your unit? Amendment to Declaration regarding Rental or Leasing of units:
The proposed amendment is “in simple terms” intended to dis-allow renting or leasing units to anyone (other than to relatives of the unit owner).
However, it is noted that the units that are currently being rented to “non-relatives” will be “grandfathered in” and will be allowed to be rent to non-relatives until that unit is sold, transferred, or conveyed and then after the unit is sold, transferred, or conveyed the unit will no longer be allowed to be rented to “non-relatives”.
The amendment was approved by our owners by a super majority. Thank you for your voting participation! The amendment has been recorded at the Linn County Recorder's Office. It goes into effect immediately.

We have a non-USPS mailbox for communication with the PBOA Board. This is not where you want to place your checks for your dues. Please use the payment options Affinity Property Management has provided.

The PBOA mail box is located next to the US Postal Service Boxes, across the street from Condo# 3359.
Postage is not required as this is the Associations privately owned box.
Please note: after placing mail in this box, raise the red flag located on the side of the box.
This tells the Board of Directors that they have mail.
We will lower the flag once we’ve retrieved the mail you’ve sent us.

3. Parking Rules: (REF: Rules and Regulations paragraph 1.13a) Effective 02/05/2020 the Rules and Regulations regarding Parking on Prairie Bend Circle were completely changed. The change was made to prevent clogged streets, to ensure the safety of everyone walking and to provide access for Emergency vehicles when necessary. Parking on the outer circle is prohibited at all times and will result in fines or towing of vehicles at the owner’s expense. Rules presented in paragraph 1.13a apply to all who live on or visit any residence on Prairie Bend Circle. Not all changes have been presented in this short section. So please, read all of this paragraph as presented in the Rules and Regulations.
4. Garbage/recycling: This service is provided to the owners of the PBOA by Rudd Sanitation and is paid for through the collection of our Monthly Association dues. Owners can contact RUDD at 319-438-6563 regarding the pickup of large items and/or to request lids and bins. They do charge for the bins and lids, so call them for current pricing. If you prefer to purchase your own, just make sure they conform to the requirements set forth in the Rules and Regulations. Consult paragraph 1.26 of the rules and Regulation), to review the specific requirements concerning the size and types of garbage/recycling bins, etc.
5. Utilities: Alliant, Qwest and Mediacom can be contacted directly if you need to have a utility box straightened or loose cable buried or removed. You just need to give them your street address.
6. Damage/Vandalism Liabilities: (REF: Rules and Regulations paragraph 1.7) This paragraph outlines the Owner’s Sole Responsibility.
7. Requirements Regarding Pets: (REF: Rules and Regulations paragraph 1.8) Pets must be registered within 10 days of moving in. Required forms are included in your New Owner Packet provided by our Property Management Company. Should your pet information change, you can update your pet information by downloading a form from this Web Site, recording your new information on it and submitting it back to the Property management company.
8. Selling Your Home: (REF: Rules and Regulations paragraph 1.23) When putting a unit up for sale, it is the Unit Owner’s responsibility to provide the Realtor, and/or the potential buyer, with a copy of the Declaration, By-Laws and Rules and Regulations before consummation of the sale.
9. PBOA Meetings: The PBOA Board of Directors meets on a needed basis. As a board we review written communications we receive from the owners as provided in the Director/Secretary’s log, review open and closed maintenance items as provided by our Property Management Office’s log, review our action plans for upcoming needs/events, etc.
In other words, we’re hard at work behind the scenes for you.
